HOW DO YOU WIRE A MOPED ALARM?

I have a Chinese Scooter Alarm which has a Red (positive), a Black (negative), and a Blue lead.
The instructions state that this Blue lead connects to HEAD LOCK!
Does anyone know what HEAD LOCK means, and exactly where this Blue wire connects to please?

As soon as the blue wire gets a ground signal. The alarm sounds. Head lock is your steering wheel/handlebar lock. You turn the wheel to lock it. As soon as you straighten your bars, the alarm should sound. Get it now…….
