How to hang things on the wall?

I just moved into a triplex building was old and the discovery that all the walls of the building, including some innner walls are impossible to hang things on. Someone told me that they think the walls are plaster on top of concrete, so I went to The Home Depot the first guy sold me a bit of concrete and some earplugs. The bit worked, plugs did not stay on the wall at all. Next trip to Home Depot and this time a boy sell me some concrete screws and says he does not need any anchors or plugs. Screws do not stay on the wall either. So far everything I've tried to hang some weight are very Lightweight floating shelves are just large enough to keep the alarm clock beside my bed, but plan to hang heavier items such as paintings, but if you still can not hang lightweight material, then nothing will get stuck. Help! What do I actually use? I can not spend more money on things that do not work!

you.but could help we need to know exactly what the material is that the wall you can hang anything of.you any where.if the wall is very strong when they call it.it can be plaster on the concrete.more likely blocks.if plaster building which is the controlled use block.The case.either or plugs are used when not much plaster will have no enough.the thing.or things.you as you say only light should cover at least 11 / 2 inches long.plaster is about 1 / 2 or 3 / 4 inch plug thick.the have to go to what is becoming below the heavy plaster.for things.what would do and have done many times.a 1 / 2''pedazo of ply wood small enough to not show when you hang up it is always what you hang.4''by the length you need. installed on the plugs.line walls.with holes and wood to mark fit.pencil plugs.called All wood.remove dry and put a little glue to build the wall in pencil screws.screws lines.install plywood.insert must be at least 1 / 2''más color longer than the plywood plugs.paint same walls.i feel like you already did the work for luck.hope you.good this helps.
