why is water considered neutral???and why should we be alarmed about acid rain?

Because we *say* it’s neutral, that’s why. The oldest way of thinking about acids and bases is that acids give up hydrogen ion H+ and bases give up OH-. Well, when acids and bases are evenly matched, with as much H+ as OH-, what have you got? Water, HOH, that’s what, neither acidic nor basic.

There are a lot of reasons to be concerned about acid rain, many having to do with the difficulty of living in acidic water if that happens to be your home or of putting out nice leaves and flowers when your pH is out of whack. (*You* go out of whack when your pH moves out of a narrow 0.1 pH unit range. Be glad you’re not an oak tree.) However, a more “general chemistry” reason is that calcium carbonate, aka “seashells”, dissolves in acid media. The calcium stays in solution, but the carbonate escapes as CO2:
CO3– + H2O = HCO3- + OH-
HCO3- + H2O = H2CO3 + OH-
H2CO3 = H2O + CO2

Add acid, and you drive equilibrium away from carbonate and toward CO2. Like a big blanket, trapping solar heat to keep the planet warm, mmm warm, uhhh too warm, HEY!
