How can I get an alarm system to call my cell phone and police at the same time when the alarm goes off?

This is to My proposed high-level electronic engineering, I'm trying to design a system where as soon as the alarm system at home is enabled, it will send a signal and make 2 phone calls at once. One police to inform the direction and the other to the homeowner informing them what you know. Need a little guidance on this, please. If the system is connected to the PSTN, then obviously you can only make an appeal both on each line, one after another. So if you have two lines, then you can make two calls. The alternative would be to launch two calls over IP, or one on one via PSTN and IP-this requires a connection network.
