I just got a new phone recently and have a question about Ringbacks!?

I know you can cut your own music on your computer, and then get on your phone to use for your ring tone or alarm in the morning. But it can also make your own Ringback tones that callers hear ring instead of the normal? Just curious, if there was a mechanism for, or if you had to go through a wireless service provider for it. Any help would be great! Thanks
