If the horn relay is clicking, does that mean it is working?

Alarm in 2003 Ford Escape (which uses the horn as an alarm signal) rang all day in a parking garage – Horn no longer works. The fuse is fine. Horn relay clicks every time you press. Should I bother trying to replace the relay?
