Is there a program that can monitor all the programs on my computer that access the internet ?

I recall Zone Alarm having a function that could block certain programs from accessing the internet on my machine. I need to find a program that can do that. It does not have to be a firewall or anything I believe I have some kind of blind program running in the background of my machine and I want to find out what it is so I can shut it off. I have one screen open and have 2 gigs of ddr2 and my machine is running like a dinosaur, super slow. I have used virus scans and get nothing, all the system scans are up to date. Need to find out if there is a program likes this.
