Is there a Mac program that allows you to choose permissions for what programs can access the internet?

I know there is Zone Alarm for PC which I use on that but cant find a similar thing for Mac, any ideas??

Generally, those are firewalls. (Zonealarm does indeed make a firewall, among other things.) Unfortunately, I’m not conversant enough with the Mac to be able to give you the names of any Mac firewalls.
