when ever i want to download sth this alarm comes up,what can i do to get rid of this?

this iis the alarm ( your current security settings dont allow this file to be downloaded)

well if you are not the administrator you may not have the permissions to install .. but more likely the Security Settings in Internet Options are set too high — go to IE and click TOOLS and then OPTIONS and then go to the security tab and set the level to medium .
